Show United States on the mapLocal pricing is a customer acquisition strategy, not charity
A single global price filters out the users who are most likely to grow with a product. A local tier turns them into customers early, at a price they can pay.
1. Price is the first filter
The map above is the evidence. The same $20 plan takes a fraction of a percent of income in the richest countries and more than a tenth in many low-income countries. People priced out do not stay out of AI. They use a free tier, a cheaper rival, or nothing, and the tool they learn first often becomes the one they keep.
2. The ladder: free, local tier, full price
A useful free plan brings people in. A local plan such as ChatGPT Go at ₹399 or Google AI Plus at about $4.50 in Indonesia converts them into paying customers. Full-price plans follow as incomes rise, or when an employer starts paying. Each rung brings in revenue that a flat price nobody in the market can afford would never collect.
3. Distribution matters as much as the discount
OpenAI added UPI payments alongside rupee pricing in India. Airtel and Jio put Perplexity Pro and Google AI Pro inside mobile plans. For many people the barrier is a missing international card, not only the price. Local payment methods and telecom partners reach customers a lower dollar figure never would.
4. The risks are real, and manageable
Running a model costs money for every user, so cheaper tiers usually come with tighter limits. Cheap plans also invite arbitrage, with people buying in a low-price country through a VPN or a foreign card. Vendors can limit this with payment-method and billing-country checks, and with plans whose limits suit the market they were built for.
- Price in bands. Use the World Bank's four income groups as a starting point, not one price for 200 countries.
- Accept local payments. UPI, Pix, mobile money and local cards remove a barrier that discounts do not.
- Partner with carriers. Bundles put the product in front of customers who would not have searched for it.
- Verify students and nonprofits. Free access for learners builds the next generation of paying users.
- Keep the free tier useful. It is the top of the ladder for everyone, in every country.

Why AI for All is worth backing
AI tools are quickly becoming a basic skill for study and work. Who can afford to learn them early decides who benefits from them.
Take Pakistan. A UNDP national human development report found that 64% of Pakistanis were under 30 in 2018, the largest generation of young people in the country's history, and said Pakistan needed to create 4.5 million jobs over five years. Dawn
A young population is an advantage only if those people can learn and use the same tools as their peers abroad. When a $20 plan takes 16% of average income, students and first-job workers fall back on free tiers, shared accounts or nothing. In our view that gap compounds. Slower tools mean slower work and slower skill growth, and the cost lands on the whole economy, not only on individuals.
Funding for access is still thin outside the United States. The large funds we found, Google.org's AI Opportunity Fund and OpenAI's $50 million People-First AI Fund, both started in the United States, and we found no dedicated fund aimed at Pakistan. Cheaper local plans, student programs and local payment methods are the tools within reach of the companies themselves.
Who is already funding access
Funds AI skills training through nonprofits. It started in the United States and has expanded to Europe and Asia-Pacific.
GoogleCopilot Pro is free for verified students, who would otherwise pay about $10 a month.
GitHub docsGives early-stage teams free access to its AI audio tools. It is aimed at companies, not individual learners.
Silicon CanalsQuestions people ask
How much does ChatGPT cost in India?
ChatGPT Plus has a US list price of $20 a month. OpenAI launched rupee pricing for India in August 2025, with Plus at ₹1,999 a month (about $22.95) and a cheaper ChatGPT Go plan at ₹399 (about $4.60). Against India's average monthly income of $230, a $20 plan is about 8.7% of income, roughly 32 times the share an American pays. Prices change, so check OpenAI's page for the current rate.
How much does ChatGPT cost in Pakistan?
ChatGPT Plus costs $20 a month at list price. Pakistan's average monthly income is about $125, so the plan takes about 16% of average income, compared with 0.27% in the United States. OpenAI's cheaper ChatGPT Go plan was reported to reach Pakistan in 2025.
In which country is ChatGPT hardest to afford?
Measured against average monthly income, a $20 plan is hardest to afford in Burundi, where it equals about 100% of average income, followed by Afghanistan, Central African Republic and Madagascar. It is easiest in Bermuda, Switzerland and Norway, at under 1% of income.
Is ChatGPT cheaper in some countries?
In some. OpenAI sells ChatGPT Go, a lower-priced tier, in India and a growing list of other countries. Google's AI Plus plan launched in Indonesia at about $4.50 a month and later reached every market Google serves. Check each vendor's pricing page for your country.
Which AI tools have India-specific pricing?
Reported examples include ChatGPT Go at ₹399 a month, Google AI Plus at ₹399 (₹199 for the first six months), and Wispr Flow at about ₹320 a month on annual billing. Perplexity Pro was offered free for a year to Airtel customers. Offers change often, so confirm on each vendor's site.
Why does AI need country-specific pricing?
A flat dollar price takes a far larger share of income in lower-income countries. Local pricing, cheaper tiers, student programs and telecom bundles widen access, and they also give vendors an early relationship with users who may upgrade as their incomes or workplaces grow.
How did you calculate these numbers?
We divide the monthly tool price by the World Bank's gross national income per person (Atlas method, current US dollars) divided by 12. Income per person includes children and people not working, so the share is a way to rank countries, not a payslip comparison.
Method, sources and how to cite
Show method and sourcesHide method and sources
- Share of income is the monthly price of the chosen tools times 12, divided by gross national income per person (World Bank, Atlas method, current US dollars).
- Income per person includes children and people not working, so the share ranks countries and is not a payslip comparison.
- Tool prices are US list prices as recorded on our tool pages in November 2026. Local prices, taxes and app store prices differ by country.
- Most countries use 2025 data. Countries with figures older than 2023 are left out. Small nations missing from the map still appear in the rankings.
